A guess
An afternoon: a night-out mood, noisy and social. Probably groups of friends and people who came to meet someone new. In Cusco, evenings gather around the Plaza de Armas and San Blas, with many travelers.
A guess from the kind of event, the hour and the city, not from the organizer.
